Instructions:
- Preheat the oven to 375°F (190°C).
- In a skillet, cook ground beef with onion and garlic until browned. Drain excess fat.
- Stir in tomato paste, flour, Worcestershire sauce, and beef broth. Add mixed vegetables, then simmer until thickened.
- Spread the meat mixture evenly into a baking dish.
- Top with mashed potatoes, spreading them evenly to cover the filling. Sprinkle cheddar cheese over the top.
- Dot with butter and bake uncovered for 25–30 minutes, until the top is golden and the filling is bubbling.
- Garnish with fresh parsley before serving.
