Instructions:
- Rinse the rice under cold water until the water runs clear, then drain well.
- Heat the olive oil or butter in a saucepan over medium heat.
- Add the minced garlic and sauté for about 30 seconds until fragrant.
- Stir in the rice and toast for 1–2 minutes, allowing it to lightly coat in the oil and develop flavor.
- Add the water or chicken broth, salt, black pepper, and bay leaf.
- Bring the mixture to a boil, then reduce the heat to low and cover.
- Simmer for 15–18 minutes, or until the rice is tender and the liquid is fully absorbed.
- Remove from heat and let the rice sit, covered, for 5 minutes.
- Fluff the rice gently with a fork, then stir in the chopped cilantro, lime juice, and lime zest if using.
- Serve warm and enjoy.
